While a clogged CAT can certainly make a vehicle not accelerate, the fact that you said the engine RPM's increased (causing more exhaust gasses which had to pass through the CAT) does not really fit with a clogged CAT.

You then put the 15 amp fuse in the bottom of the jumper going in the window washer spot along with a 7.5 amp fuse in the top half of the jumper. You then put another 7.5 amp fuse in the top of the second jumper. Leave the lower fuse spot on the jumper empty. Plug them in and you are good to go. Total cost about $15.
